Storm drain is leaking into ditch-Located at Indian River Park-All the way at the end of Miller Ave where the Bike Fields are goes towards Virginia Beach-

Ditch is not deep enough and water is coming towards the house .Lots of standing water

The ditch needs to be filled in . The ditch is not draining

Am I allowed to put plastic drainage tubes in ditch and cover with dirt to make drain go side to side instead of it curving up in yard?
