Tree in median public right of way

Residents of this civic league community report that there are trees in the median which are not maintained by any HOA but appear to be in the RoW which are either dead or dying and have had many branches falling into the roadway lately....

The resident said that dead looking tree in front of the empty lot near the street needs to be trimmed. She is concerned about the children playing and a branch falling down. She is not sure if tree is on city property or private property...
