left turn lane is too short

The left turn light turns green for 1 second then yellow for 4 sec. It causes a huge backup on battlefield Blvd going southbound. Only 3-4 cars can make it thru

Light not flashing.

Complainant says that left turn lane both ways is not turning green when bridge light goes off after bridge opening. She says that she set at light on Cedar Rd at least 6-7 cycles before it turned so that they could go.

The left turn lane will not change from red to turn light unless there is a vehicle trying to turn from Battlefield Blvd (north) to Debaun.
