Meter hole filing up with water meter not registering water. Superintendent reports issue at City side of water meter connection

It has been leaking since 630 this morning. A plumber came out and didn't fix bc it's before or at the meter.

The leak has been repaired and I am requesting an adjustment to my bill.attached is the invoice for the repair from the plumber. Thank you.

Excess water in front yard, unsure where it is coming from

Poor drainage in front of house. The resident said pipe burst in front of house next door a few weeks ago and every since water will not drain. Per Storm water, they do not have pipes or ditches in the vicinity.
