Called in by Frank Lilley from the Civic League Per Penny public utilities , resident have a under ground water hose pumping out basement.

States that the ditch is full of water and he can still see the water coming up from the meter

Water leak appears to be on the city side of meter. Meter not moving when all water at house is in the off position. Not a large leak but water meter under water and leaking minor on street.

Husband called at 6am this morning. No record in CSR.
